ULS: WE WILL NOT RETREAT FROM PROTECTING WITNESSES OR REMEMBERING THE DISAPPEARED

*ULS: WE WILL NOT RETREAT FROM PROTECTING WITNESSES OR REMEMBERING THE DISAPPEARED*

*Kampala, Uganda - 31 October 2026:* The Institute for Justice and Accountability in Uganda (IJA), under Director Kakwenza Rukirabashaija, has requested the Society's engagement under Sections 3(d) and 3(e) of the Uganda Law Society Act and Executive Order RNB No.10 of 2026 on witness protection and safe evacuation. The rationale for this request is simple: a protected witness can continue to speak; a Law Society that protects those who give evidence of law's breach fulfills its purpose.

This morning's X Space *(SAVING LT MABONGA - Witness Protection and Safe Evacuation)* reaffirmed that commitment. Kakwenza has now placed before the public further grave allegations from sources inside the *Special Forces Command* concerning the fate of *JohnBosco Kibalama* and others. Those sources, according to him, require immediate protection and evacuation.

We express deep concern for the family of JohnBosco Kibalama and the families of all other victims of these alleged atrocities. Under international law, including the African Charter for Human and People's Rights, International Covenant on Civil and Political Rights and customary international law, *the State bears a clear duty to conduct prompt, independent, effective and transparent investigations into enforced disappearances and extrajudicial killings.*

Mindful of the well-documented challenges facing judicial independence in Uganda, we call on the international community to hold Ugandan authorities accountable for this duty as a precondition for future cooperation.

Uganda Law Society Executive Order RNB No. 10 of 2026 established the *Section 3C Committee* to provide bespoke support in defence of the legal profession, including witness protection and safe evacuation.

The Committee is in place and stands ready to coordinate urgent assistance.

The Order is clear: our duty of protection and safe evacuation extends not only to lawyers, but also to their families, staff, clients, and to every person who risks life to speak the truth about the administration of justice and the rule of law in Uganda.

Members of the Bar are urged to remain vigilant and report threats to the Section 3C Committee. *Resist the temptation to ignore Kakwenza's allegations.* Lawyers such as Erias Lukwago, Eron Kiiza, Dr. Lina Zedriga and ULS President Isaac K. Ssemakadde SC, have already paid a price too dear for standing firm. The cost of silence is higher still. If we say nothing now, we may have no Republic left to save.

This is the time for total vigilance.
Further guidance will follow.

Signed
